First of all, thank you to all who responded. I did check the configuration
in SYSGEN and as most of you suspected the ENFORCE LOGON UDCS was set to
OFF. However, after I turned ON and restarted the system, it still does the
same thing (when I sign on with PARM=-1, it still displays the banners and still
activates the UDCS...)
