Well, it has been a while since I was on MPE, but have
you looked at the time quantum that the processes are
receiving?  In general sessions get smaller chunks, but
get it quicker (because they are paused for I/O more
often).  Does the scheduler still pop you up to the
top when you pause for I/O vs. using your entire time
slice?  (This may be a wild goose chase, but it was
the first thing that popped into my mind when dealing
with a session and a job that are running from the
same queue, but acting differently.)
