We've had the same problem and are looking at alternative FTP clients on the
HP-3000 to bypass the 3k to 3k proprietary conversations, which as you have
found out, cannot proxy through a firewall.

                We had similar problems until our network guys installed
Surrogate
                Sockets (see http://www.edu-tec.com/surrogatesocket/)

                I may not have the details 100% correct, but here goes.
Using this
                product got around the problem of having
unregistered/unregisterable
                IP addresses on the HP 3000 side of the network. Each ftp
site you
                want to reach from the HP 3000 has to be configured in
Surrogate
                Sockets. Essentially an alias IP address is assigned for the
ftp site
                and you use that alias when ftp'ing from the HP 3000. For
example, to
                connect to HP's ftp site at 192.151.11.14, I ftp to
10.1.21.4.
