Here's the thing.  For this release, the SUBSYS tape did change.  We changed
the product structure for a few products.  The product structure determines
what subcomponents are shipped when a customer orders a product (e.g. what
files are placed on the customized SUBSYS tape, what manuals are shipped
with the product, etc.).  These changes are transparent to customers who
have previously purchased these products; they got all the subcomponents
they need.  Customers who purchase these products for the first time will
also receive all their subcomponents.  It's just that the manufacturing
instructions have changed.

So, since we handed off a new SUBSYS to our manufacturing groups, we called
the darn thing an Express release.  Most customers (i.e. those who are not
ordering these changed products) will not require a SUBSYS tape and should
order the PowerPatch tape instead.
