There is a "ALLOW" utility that will give most of the console commands
to the user running the utility. You could have it run at login time by
specific users, operator.sys and manager.sys, maybe others........

The allow command in the subject line would only effect users who are
currently logged on as manager.sys.

The ASOCTBL relates to spooler management, other console commands like
ABORTJOB would not be allowed.
