I've used txt2pdf from SANFACE, for about 100 bucks (back in Y2000).
Works on MPE.
But you also need CSL freebies PERL and SF2HTML on the HP3000.
Procedure:
Run SF2HTML (converts PCL spool files to HTML flat file.
Run an EDITOR to delete tags <HTML>, <BODY>, and <LISTING>
Run Sanface's txt2pdf in PERL, makes a PDF in the POSIX directory.
(Purge leftover .txt files in POSIX).
