Thanks for all the replies.  I found the issue.  It was due
to the preference of a programmer who is rather fond of
GO TO's, with the occasional PERFORM. Since I'm not,
I hadn't seen this error for a while.  The program was
going off into la la land, and hadn't the foggiest idea as
how to return.
