YES!  This is not a new idea.  Back many more years than I like to admit, I
worked for someone with IBM unit record equipment and IBM charged a premium
to simply swap two pulleys and make it go faster (maybe fair since there
would be additional wear and tear).  Also, many vendors "cripple" a faster
model as the cost effective way of producing a version at a required price
point.

It remains to be seen whether the owner of a piece of hardware with
(presumably) a valid license to another O/S can mix and match.  If this
gets to trial (probably not) then I guess the courts will decide.
