sendmail.cf lives in the /etc directory on my system. Try moving to the /etc
directory or fully qualify the filename as in ...
chown SERVER.SENDMAIL /etc/sendmail.cf
When I try your command from /usr, I get a slightly different error message
...
chown: file "sendmail.cf": No such file or directory.
