Those packages that emulate HP terminals and have file-transfer capability
(that _I_ know of) are:
 
AdvancedLink by HP [DOS or Windows]
Business Session by Unison [Windows, Mac]
MS92 by Minisoft [DOS or Windows]
Reflection (various versions - R1 most common) by WRQ [DOS, WINDOWS, MAC]
 
All support dial-in to an HP3000 host and can transfer files bi-directionally
over an asynch (modem) line, as well as over a network connection.
