Sorry. I cant take credit for the article, rather Neal Boortz presented the
article. I was unable to locate any place that supported his question, so I
was seeking others who may have ran across something of interest that may
have been related.

While I cant read his mind, I think the idea presented was a 'possible move'
to allow the United Nation to assume a more controling role in the future
development and general administration of the net.

Your point on the internet is well noted.  It would raise a huge number of
question.
