I saw this problem on a box that was running 5.5 pp 2. I applied Power Patch
7 and the problem was resolved.

Ever since 1 Mar 2000 when I try to stream my job's  with the "AT=" option I
get the error message that the time I'm using is earlier than the time
specified. It doesn't matter what time I use.
I've gotten around this by using the " Date w/ the AT" option on stream, but
I need to know what happen.
I'm using MPE/XL 5.5  C.05.08
