That's pretty common in a lot of well designed computer rooms.  The problem
is that UPS units and internal batteries defeat that switch.  I'd say that in
general, one big centralized UPS/battery is much better than a bunch of them
scattered around a room but you cannot control how a hardware vendor designs
their equipment.

A crucial point that I've found in many sites is that with employee turnover,
nobody ends up knowing just what all that stuff on the wall is for and how it
works... so if a problem happens.... what switch was that again and where was
it?????
