AFAIR, the telnet client on MPE is pretty straightforward, with little to configure. Perhaps you should look at your /etc/inetdsec file on your Oracle server, to make sure the incoming telnet sessions from the 3000 are authorized. Or (not knowing what kind of host it is ...) perhaps there is a local service to startup to enable the telnet service.
