AFAIK, all of them ... it's a requirement, since many people wouldn't
purchase the product otherwise!
 
After all, can you imagine sending a tape you created to another site,
(which didn't own TurboSTORE/iX/whatever), and them being unable to
restore it?
 
Similar reasoning is why (again, AFAIK) the other backup vendors include
a restore program at the start of their tape.
