You may be referring to a product called "Librarian/iX" which is put out
by a company called "Tidal Software Inc.".  They used to be called

Hi all,

I'm looking for this application, I used it about 5 years ago, it tracks
files on a MPE platform, we used it to track files that were moved in and
out of production.  Does anyone know where I can find this application.
