Jim,

I forgot to mention that if you didn't do a :setvar TZ then it will default
to EST5EDT. So while your clock is not set for DST, the TZ variable is. To
see the effect of TZ variable, run SHOWCLKS.PUBXL.TELESUP and look at the
CTIME value.

I just did a quick test and if you use
  :setvar tz,"EST5"
then CTIME will be W5:00 and not apply the DST.
