Thanks for the information, that's just what I
needed.
I fixed the error with the chmod...and understood
the problem with the listfile.
acct1 - can use more, etc, under the shell.
acct2 - duplicate of acct1, can't use more, gets
unknown terminal error.
sys - can use more, etc.
Upon further review, the owner of acct1 had the same
problem at one time, and another system manager solved
the problem by owning ALL of the terminfo files to the
user of acct1. Changing the permissions to 555 allowed
acct2 to access them.

Sounds like the permissions problem.
As root (oops, I means manager.sys),
go into the shell and do:
chmod -R a+rx /usr
This allows all to read and execute everything under /usr,
which includes the terminfo files that are needed by vi
to control the terminal.

Did you solve your problem?
If not, try checking that the hp2392a file exists:
:listfile /usr/lib/terminfo/h/hp2392a,3
It should show as being accessed today.
