I'm not quite sure why it's not working for you. I tried it & it worked:
Command file:
1 input xx;prompt="Input:"
2 echo !xx
3 echo
4 /o test
5 /l[/
6 echo
7 /c1"!xx"@
8 echo
9 /l[/
Result:
/xeq test.cmd
Input:abc
abc
Open TEST.HOME.AUSSS Current = 5

Works for me, using a command file.
Using Qedit 5.3 on MPE/iX 7.5.
You could try wrapping square brackets around the variable:
/c31"![EF]"@

but instead of literally !EF at column 31, I want abcde. help? brain not
