I must have missed something, but if this is about the 'casual user',
perhaps their ability to get to the ":" prompt can be limited, along with
something about OPTION LOGON, NOBREAK in their logon udc script.

Perhaps Software.Company delivers its accounting structure with
additional capabilities so that Some.User is able to do
Some.Spacial.Thing.  I've had a software vendor deliver its account with
SM capability.

Of course, the really big question is -- why are average Joe.Mortal
users  
making mods to
the accounting structure to begin with?
 
This practice is supposedly the task of the "System Manager." He/She is

supposedly the one responsible for setting up/modifying the accounting
structures.
 
When average users are able to whack anything on the system they
choose, 
then it sounds 
to me like a security violation of sorts.....
 
Like I said (half joking, half not -- cut their arms off !)
