While I don't have a reference to any definitive guide,  I would say that
this feature is useful when you know the average or expected size of a
detail set, but not the maximum size. If the maximum size happens to be
large, you don't have to build a huge file upfront but can increase the
size as you input more records.
For new databases, you can specify this option in the schema itself. For
existing databases, tools like Adager or DBGeneral would be useful.
Also, new DBINFO modes are available which allow you to get information
about DDX programmatically.
