I checked with my boss who is far more knowledgable on these matters than I and here is what he said:

Both Billdata and Capdata  are produced by amisys but are not used by any amisys process. (Insert note here about customer written applications that use the data such as for audit
purposes or specialied invoices). You can safely get rid of what is in the groups EXCEPT for the xref files. These files are used to keep track of what file is next, purge them and you
WON'T be happy.

We got rid of 9 Gb of ugly fat by cleaning out these two groups.
