You have to add it as an environment variable.

        Open the control panel folder.
        Open system folder.
        Select the environment tab.
        Enter FULTEMP as the variable.
        Enter C:\TMP as the value.
        Then Apply.

        I'm not sure if you have to reboot for changes to take effect, but I don't
think so.
