TCP port 80 (HTTP) was apparently hosed.  The web server wouldn't answer
connections to port 80, but port 443 (HTTPS) was fine.  :ABORTJOBing and
restreaming the web server didn't revive port 80.  Heck, even with the web
server down, port 80 was still hosed -- connection attempts would hang instead
of returning "connection refused".

I guess network transport just got tired of answering all of those Nimda virus
probes.  ;-)

Jazz is currently rebooting.  In the event of future web server problems like
this, you might remember to try https://jazz.external.hp.com instead of
http://jazz.external.hp.com.
