This sounds a bit strange (unless procedures have changed).
I think if you were on 6.5 already and asked for a reshipment
of 6.5 material, they would do that for you.

As much as I can emphatize with your disappointment, you
do realize that MPE 6.0 has been HP unsupported for well
over 2 and half years now ?

IANAL, and to comment on legality aspects could be a very
career limiting move (esp. if you see my email domain ..)

Sorry that I am curious, but what exactly is the reason that
you cannot update your system to MPE 6.5 ?

How about asking your local HP Response Center (maybe for time
& materials cost) to make you a copy ?  I would assume that
tyipcal HP RC support groups have not re-cycled the 6.0 tapes
yet, and could produce a copy for you.
