Where exactly are you placing these configuration statements?

They should be in the file LOGOFF.DATA.VESOFT.

The syntax looks correct.

And it IS documented in the SECURITY/3000 manual - starting on page 182.

Examples of the $PROGRAMS statement are included in several places 
between pages 182 and 193.

The manual I'm looking at has "Current printing 1993".
