That is the problem... for MPE 5.0 you must have INSVXL.NET.SYS; when
you install on 5.0 you get this file, it's not needed on 5.5.  This XL
provides syslog() emulation for OpenMarket (on 5.0), TFTP, and/or
BOOTP (on 5.5).
