The new strategy isn't in hardware and O/S, it is 'migration'.  That's where
the profit margins lie (you choose the appropriate definition here).

You are right about the programming languages, but there never is enough
time to learn them.  No sooner is the conversion to the next OS almost
planned, when up pops that most ugly word again pointing in yet another
direction: MIGRATION.

That word sounds so calming and rational, and yet is so disruptive and
expensive.  Why doesn't this industry just honestly call the task for what
it is  --  FULL RESET TO ZERO.

Now you know where the term "Zero Based Budgeting" comes from.
