It has been my experience that when management wants to make a change like this,
even when it's against the IS recommendations, it is due to someone in upper
management who is connected with the company selling you this new "bleeding
edge" technology.  Sometimes this might be the CEO who is a board member of the
offending company, who sold the CEO a "bill of goods" or the latest buzz words.
Usually promising him/her the moon.
Only after incredible expense to bring the "new bleeding edge" technology
onboard, and discovering it really doesn't produce what it was claimed to do
will upper management reconsider their mistake.  They may not openly admit it
but they will find the right buzz words and phrases that will bring them full
circle.  Which means, YOU GET NEW, cutting edge, HP3000 !!!!
