Maybe Interex doesn't want us to vote?

I'm not the primary contact on our Interex membership, but every time I
encourage my boss (largely due to nudges appearing on HP3000-L) to VOTE,
the response is complete lack of knowledge of the election, including
'never saw a ballot'.

Just how does this voting procedure (there IS one, right?) work?
