It's been my experience that this has been the HP way since the early 90's.

Most of the CE's I've known were being retrained on unix.

Subject: [HP3000-L] What should the HP CE know?

Just had to have a disk drive replaced. The HP CE who came out
didn't know how to do a VOLUTIL. He kept referring to the process
with terms that made me think he was a Unix person.

So, is this a case where HP MPE support has degraded or is it
normal for a HP CE to not know how to do the VOLUTL when
replacing a disk. He had to call someone at HP for help.
