Sounds like a lot of your HP shell files are missing (I must have missed a
mention earlier of items missing from /bin).
Normally, on a clean install, the shell files and things like a default
/etc/profile are installed. It doesn't sound like you have them on your
system. If you have HP support, you can probably ask them what the
cleanest way to reinstall the shell would be ... off the top of my head, I
know you'll need some things in /etc, some links that point to things in
HPBIN and NET (which are MPE groups), etc.
What version of MPE are you running?

look to see if you have the file /etc/profile in your system. This
files defines the PATH variable in POSIX (among other things).
I get:
