RE: NT FTPSRVR Logon Permissions or Authentication?

I have setup my KAYAK/XA w/NT 4.0/SP 6 with a new
120Gb disk and am attempting to FTP Inbound from
my MPE systems to this NT system for the first
time.   Here is what I see:

220 badpuppy Microsoft FTP Service (Version 3.0).
Connected to 192.168.128.10.  (FTPINFO 40)
Name(manager): root
331 Password required for root.
Password:           <yes entered correct password>
530 User root cannot log in.
Erron in login.  (FTPERR 65)
ftp>

I am able to FTP outbound from this NT system to
the 3K, but I can not get logged on to the NT
from the 3K with FTP/iX.

I suspect a permissions or authentication problem
on the NT system, any ideas?
