As far as I know, CLKUTIL (off-line utility available from ISL>) does not
have any side effects. It can be safely reset to GMT.
This reminds me of a very old (perhaps 4 or 5 years) PH "feature" that read
the DATE from the HARDWARE clock and the TIME from the SOFTWARE clock, to
launch streams. So, when both clocks were off by an hour (Western/Central
Europe winter time, for instance), all streams launched between midnight
and 01:00 AM would be delayed by one full day. I have no recent information
about this feature, but I would assume it has been enhanced.
