I get this error when I run out of disk space, especially on the system volume
set. I've also seen this happen when a run away spool file fills up all
available disk space. Once the disks fill up, the system isn't able to open
new $stdlist for sessions (or batch jobs, for that matter).
Check your system free space the next time it happens and you may see that you
are significantly low on resources.
