Welcome to the world of MPE/iX, Joel! Here's how to change an HP e3000's
subnet mask:

:NMMGR
Open Config (F1)
NS (F2)
Unguided Config (F2)
Netxport (F1)
NI (F3)
Enter the appropriate Network Interface Name
(most systems have only two NI definitions:
LOOP which is for the local loopback interface,
and LAN or LAN1 or LANNI (arbitrary) which is the
"real" network interface. Enter the one that is not LOOP.)
Modify (F6)
Protocol (F1)
IP (F1)

...and FINALLY, here on the IP screen, you can change the IP Subnet mask
assigned to this NI. Make the change, then...

Save Data (F6)
Move the cursor to the Command: prompt at the top and type VALIDATE then
press ENTER.
Validate NETXPORT (F1)
RETURN when prompted
Command: EXIT <ENTER>

I don't have a convenient way to verify the rest of the procedure right now,
but you may have to stop & restart network services (see
:NSCONTROL/:NETCONTROL) to get the change to take effect.
