I was involved in some off-shore contract programming projects
in the 80's and reported on the experience at one of the Interex
Management Conferences (Las Vegas).

While it can save you money on the initial contract there are
hidden costs which don't become evident until you get into the
project. Hindsight being 20-20, I would NOT use off-shore programming
for contract work.
