There was 3 to 4 years of compatibility.  It wasn't until 11.x, that if
you wanted to change it, you had to change to the new Standard functions.

Standards has always been important on HP-UX.

There is always a cost to leave obsolete code in, space, time, etc.
If the underlying NLS routines completely changes and didn't support Asian
locales, then customers may get upset.

Or it may prevent other required changes to be standard.
