I agree wholeheartedly. I also do not believe that if we knew that you were
only going to incorporate one suggestion that we would have chosen this one.
Much of the discussion regarding this issue was to say how inelegant and
possibly inappropriate it was to have to exclude a user via existing means.
The fact is though, we *can* exclude any user from any program any time we
want right now.
Therefore, IMO if you can only make one enhancement it shouldn't be this
one.
