During our damages trial with Symantec in Jan/98, our forensic accountants
surveyed many of the vendors and it seems as if the cost is anywhere from
15% to 20% of the THEN CURRENT list price of the product.  My personal
experience has agreed with that finding so we didn't challenge the bean
counter at trial.
