I am not a network expert.  But I don't think you have an ARP issue.  I
think you may have a network redirect issue.  

To tell this run NETTOOL and look for zero hop count routes.  (This
indicates the HP3000 has been told a fast way to get from point A to point B
is to go via router 10.10.1.50.  The command is...

NETTOOL.NET.SYS "NA;RO;RO;QUIT"

This will display the routing table and exit NETTOOL.  The forth column is
HOPS.  If there are any zeroes in that column, you have been redirected.

First tell the network person to turn off network redirects on the routers.
Then on the HP3000 enter:

NETCONTROL NET=LAN1;UPDATE=ALL 

This will clear the redirect and get things pointed at 10.10.1.3 again.

If you want some specific subnet (or range of subnets) directed to
10.10.1.50 (or another router) then you should add additional gateways with
non-default routes.  (You should only have one gateway with the @ = default
route, that you show above.)
