Paul,
   We used programmatic Setvars all of the time at Robelle...never had
one problem.  
The job that mailed out What's Up Doc? did a ton of programmatic
setvars, as I recall.
Perhaps this problem appeared around the beginnings MPE/iX...the limits
were
a lot more stringent back then.
