"EXECUTABLE" files on the HP have their capabilities stored in the first
record of the file (word 1 and word 50 for 'PROG' & 'NMPRG' respectively).
The VESOFT folks, I suspect, merely read the first sector of the file and
parse the capability bits. I also suspect that they use some 'direct disk
access' routine using the address of the file's first extent and thus
bypassing the file system.

Perhaps the more reliable way would be to read the file, but even that
approach has some shortcomings. MPE/iX keeps a number of 'essential' files
open in order to avoid accidental removal. Finding the correct 'aoptions'
that will allow you to open the file may prove a bit complicated (that is
why I suspect the VESOFT folks bypass the file system).
