Did you perhaps move the CONSOLE before to a non-connected (DTC)
terminal ? If yes, reconnecting on that terminal might help
to clear (you may have to do this multiple times until the
backlog is cleared).

Does CTRL-A still work on LDEV 20 ? do TELLOPs get through ?
I am suspicious the CONSOLE might be 'blocked' and sessions that
logoff try to print their LOGOFF message to the CONSOLE but block
as well.

If you have to do this again, then make sure to take a memory dump,
and hand it to your RC for further analysis.
