What about a zip file that can be downloaded from the web and used locally
(one file to download vs. many)?  There are a lot of people I work with who
because they are inside a firewall do not have internet access, but they do
have intranet access and so have a web browser.  In the past I passed
around a copy of the ".txt" FAQ file on a floppy for them to use.  A zip
file containing the HTML pages of the FAQ would make it possible to
continue to make the FAQ available to those without internet access.
