Many software vendors still structure their pricing based upon hardware tier -
something HP moved away from a few years ago in favor of user-based pricing.  We
purchase software from HP based upon our MPE/iX Unlimited User License, and we
never have paid license upgrade fees; however, when we upgraded our 99x box from
a -100 to a -200, then to a -400, we paid a few of our vendors a whopping
upgrade fee for the privilege because their price list (always ask to see it in
writing!!) specifies a different purchase price for the new system level.  When
we move to a 996, I'm sure we'll have to do it again!
