each time a hardware upgrade is
necesssary, you pay an "upgrade fee" for software.
This is generally true even if you migrate within the same class of machine
(eg. from a 42 to a 70) but is especially the case when you make the big
leap from MPE/V to MPE/ix. I guess the theory is if you can afford more
money for hardware, then the same thing must be true for software.

Many software vendors still structure their pricing based upon hardware tier -
something HP moved away from a few years ago in favor of user-based pricing. We
purchase software from HP based upon our MPE/iX Unlimited User License, and we
never have paid license upgrade fees; however, when we upgraded our 99x box from
a -100 to a -200, then to a -400, we paid a few of our vendors a whopping
upgrade fee for the privilege because their price list (always ask to see it in
writing!!) specifies a different purchase price for the new system level. When
we move to a 996, I'm sure we'll have to do it again!
