What you are trying to tell QEDIT is that you want to list the range of
lines called DUMMY.  This is not a valid line range in QEDIT. In order
to do what you are trying you need to add an asterisk to the line to
backreference the file equation.

L *DUMMY

I would recommend that you use the method that Robelle has put in place
and issue the file equation to LP, LPA, or LPB and reference them in the
list command

For example:

FILE LPA;DEV=LP,1,1
L $LPA @

The at-sign (@) tells QEDIT to list all of the lines.  If this is
omitted only the current line will be listed.
