If I unserstand the question correctly and you can still assign an IP to the DTC
itself you should be able to telnet to a given port by using the socket offset
method.  That is you telnet to the DTC's IP and connect on socket:
 <base>+(<offset>*port)
Thus if base were 2100, offset were 100, and the DTC IP was 1.2.3.4 we could
connect to port 3 by telnetting to 1.2.3.4:2400  This should work on all
varieties of DTCs.

I don't recall what the values for <base> and <offset> are but they are
documented in some DTC manual or other.  Maybe in past list messages as well.
