Why didn't it come to an end when France or Israel added nuclear
weapons to their arsenals ?

  The current strategic picture of the world is much more complex
: than you will imagine. For example it may very well be that the only
: force preventing Pakistan from making a mince meat out of US
: is India's nuclear force.

If any country managed to "make mincemeat" out of the U.S., it would
still have to contend with the 18 nuclear submarines each carrying
24 missiles. Those 18 submarines carry 50% of the total U.S. warheads:
