My database says area code 809 is: 809: Islands in the Caribbean,
including the Dominican Republic, the Cayman Islands, and Jamaica.

I'd be surprised to find out that calling a number in this area code
could result in 900 number-like phone charges. Or course a phone call
to anywhere in this area code is not likely to be cheap.
